IDEA 2004

The Individuals with Disabilities Education Act (IDEA) is the federal law that secures special education services for children with disabilities from the time they are born until they graduate from high school. The law was reauthorized by Congress in 2004, prompting a series of changes in the way special education services are implemented. It's important to keep up to date with these changes, because they affect the delivery of special education and related services in your state. IDEA, Public Law 101-476, lists 13 separate categories of disabilities under which children may be eligible for special education and related services. These are autism : deafness : deaf-blindness : hearing impairment : mental retardation : multiple disabilities : orthopedic impairment : other health impairment : serious emotional disturbance : specific learning disability : speech or language impairment : traumatic brain injury : visual impairment

To determine if a child is eligible for classification under one of these areas of exceptionality, an individualized evaluation or assessment of the child must be conducted.

The 162 pages of the text of the law can be seen here. The law itself is detailed and complex. An IDEA guide in a question and answer format can be found here.

NOTE:
Because early intervention is so important, federal law requires that school districts provide early identification and intervention services. You may want to contact the special education department of your local school district to learn more about these services. Parents may also want to consult a physician for a referral or to be directed to available resources in the area.
